Striker Grant is yet to feature for Albion in 2021 after suffering a foot injury in late December.
Phillips has missed the last three games against Blackpool, Wolves and West Ham after testing positive for COVID-19, with his last appearance coming at home to Arsenal on January 2.
But the boss says both could return against Pep Guardiola’s side at The Hawthorns.
“I’m glad to say we have Matt Phillips and Karlan Grant back,” said Allardyce.
“That boosts our squad.
“It also gives us better opportunities to make substitutions and it gives us experience.
“Granty, before he got here, scored plenty of goals at Huddersfield so we would like him to be back in the team and finding positions to score goals.
“We want him to start scoring goals on a regular basis, as well as the other front players.
“We’ve got to continue our ongoing process of trying to get better in all departments.”
